Each state has an environmental and/or air protection division responsible for assisting in granting permits and assessing whether or not an applicant will meet air quality standards. Each state's environmental protection agency also has the responsibility of providing an ombudsman to assist applicants who haven't the funds to hire consultants or attorneys to assist in the permit application process.
